Rand California’s office of Population and Demographic Statistics provides immigration statistics by state or by metropolitan area on their web site. The source of these data from 1990-2000 is the U.S. Immigration and Naturalization Service. Since the INS is no longer publishing this information, Rand is looking for new sources. Note also that state border crossings, population projections and vital statistics are available from this site.
